PEQAL is currently in pre-licensing stage and is not a licensed financial institution. Nothing on this website constitutes an offer, solicitation, or invitation to invest or obtain financing. No regulated crowdfunding, investment, or financing activity is being carried out at this time.
1. Acceptance of these terms
These Terms of Use (the "Terms") govern your access to and use of the PEQAL website at peqal.com (the "Website"). By accessing or using the Website, you agree to be bound by these Terms. If you do not agree to these Terms, you must not use the Website.
These Terms are entered into in accordance with the laws of the State of Qatar, including Law No. 16 of 2010 on Electronic Commerce and Transactions, which recognises the validity and enforceability of electronic agreements.
2. Scope and pre-licensing status
These Terms apply to your use of the Website only. They do not govern any future regulated platform activity, which will be subject to separate platform terms, investor agreements, SME agreements, and applicable regulatory requirements.
PEQAL has applied (or intends to apply) for a crowdfunding licence under the fintech regulatory framework of the Qatar Central Bank (QCB). Until such licence is granted and activated, PEQAL will not carry out any activity that requires regulatory authorisation in Qatar.
3. No offer of financial services
The information on the Website is provided for general informational purposes only. It does not constitute:
- an offer or solicitation to buy, sell, or subscribe to any financial product, security, or investment;
- an offer to provide financing, credit, or any banking service;
- investment, legal, tax, accounting, or other professional advice;
- a recommendation to take or refrain from any particular course of action.
Any figures, projections, or market estimates shown on the Website are management estimates only and should not be relied on for any decision-making purpose. You should seek independent professional advice before making any financial decision.

5. Permitted and prohibited use
You may use the Website for lawful informational purposes only. You agree not to:
- use the Website in any way that breaches applicable Qatari law or any other applicable law;
- attempt to gain unauthorised access to any part of the Website, its servers, or any connected system;
- introduce viruses, malware, or any other harmful code;
- use automated tools (such as scrapers, bots, or crawlers) to extract content from the Website without our written permission;
- impersonate any person or provide false or misleading information through any form on the Website;
- use the Website to transmit unsolicited commercial communications (spam);
- interfere with the proper functioning or security of the Website;
- reproduce, distribute, or create derivative works from Website content without our written permission, except as permitted by these Terms or applicable law.
6. Waitlist registration
If you register your interest as an SME or as an investor through the Website, you acknowledge and agree that:
- registration is not a binding commitment by you or by PEQAL;
- registration does not create any financial, contractual, or investment relationship;
- PEQAL makes no guarantee that you will be onboarded to the regulated platform once it launches, and any onboarding will be subject to eligibility criteria, verification checks, and applicable regulatory requirements;
- you are responsible for providing accurate and complete information and for updating it if it changes;
- your personal data will be handled in accordance with our Privacy Policy.
7. Shariah compliance positioning
PEQAL's intended platform is being designed to operate in a Shariah-compliant manner, based on a Murabaha-Wakala hybrid structure, and will be reviewed by a qualified Shariah advisor prior to launch. References to Shariah compliance on the Website reflect design intent only. No Shariah certification is being claimed for any product, instrument, or transaction at this pre-licensing stage.
8. Intellectual property
All content on the Website — including the PEQAL name, logo, text, graphics, illustrations, layout, design, code, and other materials (the "Content") — is owned by or licensed to PEQAL and is protected by applicable intellectual property laws of the State of Qatar, including Law No. 7 of 2002 on the Protection of Copyright and Neighbouring Rights.
You are granted a limited, non-exclusive, non-transferable, revocable licence to access and view the Content solely for your personal, non-commercial use. You may not copy, modify, distribute, publish, or exploit the Content without our prior written consent, except where expressly permitted by applicable law.
9. Third-party links and content
The Website may contain links to third-party websites or resources. Such links are provided for convenience only. We do not control, endorse, or assume responsibility for the content, accuracy, privacy practices, or availability of any third-party website. Access to third-party websites is at your own risk.
10. Disclaimer of warranties
To the fullest extent permitted by Qatari law, the Website and all Content are provided "as is" and "as available", without any representation, warranty, or guarantee of any kind, whether express or implied, including but not limited to warranties of accuracy, completeness, reliability, merchantability, fitness for a particular purpose, non-infringement, uninterrupted availability, or freedom from errors or harmful components.
11. Limitation of liability
To the maximum extent permitted by applicable Qatari law, PEQAL, its directors, officers, employees, agents, and affiliates shall not be liable for any direct, indirect, incidental, consequential, special, or exemplary damages arising out of or in connection with your use of, or inability to use, the Website, including any loss of profit, loss of data, business interruption, or any other loss, regardless of the cause of action.
Nothing in these Terms excludes or limits liability for fraud, wilful misconduct, gross negligence, or any other liability that cannot be excluded or limited under Qatari law.
12. Indemnity
You agree to indemnify and hold harmless PEQAL, its directors, officers, employees, agents, and affiliates from and against any and all claims, liabilities, damages, losses, and expenses (including reasonable legal fees) arising out of or in connection with your breach of these Terms, your misuse of the Website, or your violation of any applicable law or third-party right.
13. Anti-money laundering and sanctions
PEQAL is committed to compliance with Law No. 20 of 2019 concerning the Combating of Money Laundering and Terrorism Financing and all applicable sanctions and counter-terrorism financing obligations of the State of Qatar. Any suspected unlawful activity may be reported to the competent Qatari authorities, including the Financial Information Unit, in accordance with applicable law.
14. Consumer rights
Nothing in these Terms limits or excludes any rights you may have under Law No. 8 of 2008 on Consumer Protection or any other mandatory consumer protection rules applicable in the State of Qatar.
15. Changes to these terms
We may update these Terms from time to time. The "Last updated" date at the top indicates when they were last revised. Continued use of the Website after any changes become effective constitutes your acceptance of the revised Terms. If you do not agree to the revised Terms, you must stop using the Website.
16. Termination
We may suspend or terminate your access to the Website at any time, without notice, if we believe you have breached these Terms or for any other reasonable operational, legal, or regulatory reason. The provisions that by their nature survive termination (including those relating to intellectual property, disclaimer, liability, indemnity, and governing law) will continue to apply after termination.
17. Governing law and jurisdiction
These Terms and any non-contractual obligations arising out of or in connection with them are governed by and construed in accordance with the laws of the State of Qatar. Any dispute arising out of or in connection with these Terms shall be subject to the exclusive jurisdiction of the competent courts of the State of Qatar, without prejudice to any mandatory consumer protection or regulatory jurisdiction provisions.
